1940s, Quality Universe

In late 1941, shortly before the official entry of the United States into the Second World War, the South American republic of Parador sent a diplomatic mission, three high level army officers, to Washington D.C. for an important defense conference. One Officer, Captain Ortega, was secretly an Axis agent. This was learned by a U.S. State Department agent, Donald Borden, who was tipped off by Donna Clarrissa Montano, daughter of the Paradorian Ambassador. Ortega was able to get aboard a newly constructed aircraft carrier, the USS Atlanta, and he stole one aircraft, but was soon brought down and turned in by agent Borden's secret ally, the Phantom Lady.[1]

The spirit of vengeance known as Eclipso took over the island of Parador, and established it as his temporary base of operations. A gathering of heroes calling themselves the Shadow Fighters attempted to seize Parador from Eclipso's control, but they were all killed during the final battle.[2]
