One of the main heroes of the Civil Defense Corps, Paul Simms masquerades as the alien Wanderer.
History
He is secretly given gene therapy by Chet Sloan, which drives him mad, causing him to butcher his family. Simms rebels against the CDC and fights the team at the Washington Monument, which he sends the New American crashing into, revealing that the team's new member is black. Once Simms is captured, he is incarcerated and has his new powers nullified, rendering him practically brain-dead and only able to speak in short, simple sentences. Jason Fisher, who had befriended Simms while still in disguise as the New American goes to talk to him, only to find out that Simms would not have been so kind to Jason had he known Fisher was black.

- Modified Genetics: Chet Sloan modified Simms' genetics to give him metahuman powers.
- Telekinesis: The only power that is explicitly different from his suit, Simms is seen throwing the CDC staff attempting to arrest him into a wall, destroying it.
