Payback is a Dakota City superhero who exists in the Dakotaverse. The "Big Bang" incident gave him the power to transform into a reptilian monster at will. In his civilian life he worked for Mayor Jefferson, until he decided to take "payback" for her aggressive policies. He has been a member of Heroes and the Shadow Cabinet. Payback was created by Dwayne McDuffie and M.D. Bright, first appearing in the Milestone Media publication Icon #2. (1993)
