History
The Penitente Cartel was founded in the wake of the Battle of the Cowl by a mysterious figure known only as "El Penitente" (who may not have been the infamous Doctor Hurt also). The aim of the cartel was to place chemicals in the food chain of Gotham City, leaving large segments of the population addicted to drugs which the cartel would then get rich supplying.[1]
The cartel itself and it's leader, "El Penitente" are based in Mexico.[2] However, the cartel's operations in the Gotham City were crippled by an attack by Jason Todd, and it is unknown if they will rise again.[3]
