Minor Disaster is the daughter of Paul Booker, also known as the super-villain Major Disaster.

History

Penny's father was neglectful and didn't spend a lot of time with her. When she saw how Harley Quinn had defeated a hero called Captain Triumph she was shocked by how much it had blown up online. Penny believed that if she could defeat and humiliate Quinn and it was recorded then it too could go viral, ruining Harley's rep and making her father finally notice her. To that end she created a 'Disaster Dial' theoretically capable of the same destruction as her father, and debuted as Minor Disaster with a successful test run on some unsuspecting civilians.

Penny's plan seemingly started off well when she caused Harley to upload a video she'd intended to delete of her ranting about her ungrateful fans, before revealing herself and leaving Harley under a pile of trash. However, when she tried to impress her father with her antics he blew her off as her plan unexpectedly resulted in Harley's popularity soaring. Calling Penny a failure he told her to either try some real villainy or stop using the 'Disaster' name. Unbeknownst to Penny, Harley had recorded her humiliation but felt terrible about doing so after seeing the girl in tears.

In anger over her situation Penny tried to break her Disaster Dial. To her shock this unleashed its probability manipulation to such an extent Coney Island found itself smashed by an earthquake and then a massive whirlpool which began pulling the island in. As Harley's friend Tina used her might to try and save the island she confronted a distraught Penny, where she revealed she witnessed the Disasters' meeting and tried to convince her not to become a monster like him. In response Penny stunned Harley by using the cracked Dial to create an underwater volcano - the lava hardening on the surface and stopping the island from being sucked into the whirlpool, allowing Tina to successfully pull it back to shore.

Later that day Penny received a phone call from her impressed father, who admitted a team-up wasn't out of the question. However, she was irritated he still couldn't make time when she asked and, destroying the phone with her Dial, resolved to make her own way in life.

• Disaster Dial: Penny wields a small dial-like device of her own creation that negatively affects probability. Initially it was limited to small-scale 'disasters' such as giving people severe diarrhea or dropping bags of trash on them. However after Penny tried smashing it the Dial's potential to cause destruction on the scale of her father unexpectedly came to the fore.

Notes

According to Penny her Disaster Dial is modelled after her father's. However, Major Disaster's powers in the Prime Earth continuity are never stated to be technological in origin.
