Perry is a member of the Joker Clan under the leadership of Harley Quinn.
History
He's commonly brought on missions alongside her.
Perry, along with Larry, attempted to assassinate the alternate reality Joker when Harley was seduced into turning the gang over to him. Their attack was unsuccessful, but the two men managed to convince Harley to come to her senses and take the Clan back thanks to them.[1]
