Peter was one of the prisoners on the ship Amazo stationed off the coast of Lian Yu.
History
Though not seen during the actual Amazo escape, Peter was present in the aftermath. He disagreed with the idea of giving Hendrick over to Slade Wilson, but reluctantly relented. Peter was one of the men in the sub that Oliver Queen planned on using to stealthily infiltrate the Amazo. When a blockage caused the sub to be unable to move, Peter volunteered himself to pilot a torpedo to remove the blockage, as it was the only way. Living by the quote "The essence of heroism is to die so that others can live", Peter heroically sacrificed himself.
