Peter Duggio was a citizen of the Narrows in Gotham City during the Zero Year.

After Batman made his presence known and retook the city from the Riddler, Duggio's father was left in the hospital, comatose, from the attack.

Afraid of losing the family business to a group of encroaching hood gangs, Peter went to his cousin Daryl Gutierrez for guidance, who told him to go to Bruce Wayne for help. Not believing the billionaire would listen to him, Peter struck a deal with the Penguin instead, allowing him to run his operations out of the building so long as it stayed in Duggio's name.

However, the deal went sour, and Peter's next option was to take matters into his own hands. Getting a serum from the first Mister Bloom, who, unbeknownst to him, was his cousin Daryl, Peter gained the ability to grow wings and fly. With his new super power and hoping to keep his family's building out of any gang's hands, Peter torched the place. Caught by a cop, who panicked and preemptively shot him, Duggio flew off but ended up plummeting 1,000 feet in the air, dying just inside the Gotham City limit.[1]

His involvement in Duggio's accidental death caused the first Mister Bloom to go into retirement for several years.[2]

Weaknesses

  • Power Instability: Peter died because he was unable to control his new powers, falling from about 1,000 feet in the air after taking flight.[4]
