The Planner may or may not have been the genius he considered himself to be, but he was smart enough to team up with "Doc," an inventor of several extremely advanced devices. He duped the Blackhawks into confiscating and displaying a specialized helmet that Doc had built, which then received a remote control signal to activate the many dangerous devices in the Blackhawks' incredible trophy room. A great deal of mayhem ensued before the Blackhawks could regain control of their own base.

Despite being arrested at the end of their first clash with the Blackhawks, the Planner and Doc have both been able to keep their identites unrevealed.

  • Planner wore a helmet which could create a cubical space, about the size of a house, of "non-light," in which nothing was visible. This helmet was also able, by remote control, to use "Z-Gamma Influence-Waves" to activate many of the exotic weapons in the trophy room on Blackhawk Island.
  • This version of Planner, including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–86 Crisis on Infinite Earths limited series. Even though versions of the character may have since appeared, this information does not apply to those versions.
