Plastic Man (Volume 1) with a cover date of March, 1947.
Synopsis for "The Evil Dr. Volt"
Plastic Man and Wolfgang foiled a bank robbery by Little Moron and his gang, but Moron was struck dead by lightning by Dr. Volt, who also had his eye on the bank. Volt escaped, and Plastic Man warned Woozy that Volt was extremely dangerous, and asked him to sit the case out. Woozy Wink didn't listen and did some detective work to locate Volt's hideout. Volt set a deathtrap for the heroes, but ended up destroying his own lab. He fled into the stormy night and was (Ironically) killed by a bolt of lightning.
