Synopsis for 711: "The Brick Bat"
A masked villain calling himself the Brick Bat approaches an underworld scientist to collect his custom weaponry: bricks filled with a deadly gas, whose efficacy he tests by killing the scientist with them.
Soon, Dan Dyce is allowed to read a newspaper story by the warden about the Brick Bat, who's gone on a robbery spree, killing anyone who tries to stop him with gas-filled bricks. His sense of justice enflamed, Dyce waits until that night and becomes 711 to track down the Brick Bat. 711 does indeed come upon the villain, leaving the scene of his latest murder/robbery. Brick Bat hurls his namesake weapon at 711, who manages to position himself so it goes through a window behind him and doesn't break open from hitting a solid wall. After a few good punches from 711, the unconscious Brick Bat's delivered to the police, and soon on his way to the same prison 711 calls home.

Synopsis for Chic Carter: "The Gambling Syndicate of Tony Faucy"
A pair of spinsters demand Inspector Monahan do something about the illegal gambling houses in town, but he protests the crooks are always one step ahead and impossible to pin down. Chic Carter vows to help, and by morning papers all over town are declaring the police will be ruthlessly cracking down on illegal gambling. That night Chic and Gay Nolan visit the gambling operation of Tony Faucy, who isn't impressed by the bold sentiments carried by the papers. However, Chic unsubtly warns that the masked hero the Sword shares his low opinion of gamblers as he leaves.
Faucy's boys run Chic off the road and kidnap Gay Nolan. He then dons his mask and visits Faucy as the Sword, pummeling him into signing a confession, then visiting Faucy's yacht and seeing off his accomplices, and capping off a night's work by rescuing Gay.

Synopsis for Plastic Man: "The Return of Madam Brawn"
Instead of leaving town like Plastic Man demanded, Madam Brawn and her female gangsters rob the ship Argo. They catch him by surprise with knockout gas, then use Plas's body as a slingshot to blow up a police launch with a grenade!
Brawn sculpts Plastic Man's face so he'll look like notorious gangster Eel O'Brian (unaware), makes him smoke weed then sends him out to run wild and be mowed down by the police. Bullets just bounce off his rubbery body, and soon his mind is back to normal while he's still very much alive. He catches up to Madam Brawn while she's trying to escape by boat, and deciding that his code not to strike a lady doesn't apply to cases like this, he punches her in the face. This causes Madam Brawn to stagger back and impale herself on a spike.

Synopsis for Phantom Lady: "Ortega the Saboteur"
Senator Knight and Don Borden, along with Sandra Knight, officially greet three high level army officers from Parador, on their arrival in Washington D.C. for an important defense conference; one officer (Captain Ortega) asks Sandra to dinner and she accepts. Don is envious of this, so for payback he shows up at the Clipper Club that evening, escorting Clarrissa Montano, daughter of the Paradorian Ambassador, and they join Sandra and the Captain at their table. Don is called away for a phone call from his boss at the State Department, who tips him off that one of the Paradorian visitors is an Axis agent. But which one? Back at the table, he quietly tips off Sandra, but now Clarrissa is anxious to leave, with Don, and they do. Once in his car she blurts out that Capt. Ortega is a traitor. Don hastens back to the club, but Ortega and Miss Knight have already left, in Sandra's car.
Ortega is driving, and wants to visit the Navy Yard, where his friend Lieutenant Yardley is stationed aboard the aircraft carrier USS Atlanta, so Sandra uses her pass to get them into the Yard. Ortega is escorted by a petty officer to visit his friend, leaving Sandra alone at the quarterdeck. She slips into the shadows and changes clothes, then the Phantom Lady goes looking for Ortega belowdecks. She finds Lt. Yardley, ahead of Ortega, and it turns out that Yardley has never heard of Ortega. Ortega meanwhile is on the hangar deck, head-konking a sentry unconscious, and rolling one warplane toward the elevator. The Phantom Lady arrives too late to stop him, and she hops upstairs for another chance, but meanwhile there's an alarm and the whole crew is going to general quarters. Some of them think she is the spy, but she shines her Black Light on them, which prevents any shooting for the moment. Ortega has meanwhile gotten that one plane up to the flight deck, unfolded its wings, and started up its engine. He tries to take off and run down Sandra in the same move, but the Black Light blinds him, and he ends up crashing through a guard-rail and into the harbor.
Ortega swims free of the wreckage and climbs onto the pier, where the Phantom Lady is waiting for him; they fight and he loses. Soon some officers arrive, but not so soon that Sandra hasn't already changed identities again. Later she and Don have a good laugh over how these guys almost mistook HER for the Phantom Lady.

Synopsis for Human Bomb: "The Murder of Colonel Stanford"
At a navy party, Roy Lincoln sees friend Colonel Stanford gunned down in front of him. He chases after the killer and hitches a ride on the back of their getaway car. When it stops he finds himself at the hideout of a group of German 5th Columnists. Inside he finds a very much alive Colonel Stanford, the murdered one having been a decoy to keep the authorities from looking into Stanford's kidnapping if they thought he was dead. The spies are trying to torture him with hot coals into telling them what the American government intends to do in response to the actions of the Japanese. Bomb makes the roof collapse and upsets the tray of hot coals, setting the house ablaze. The spies swim through the river out behind the house to escape, but are captured as they do.
