Synopsis for 711: "The Escape Racket of Drippy Drew"
Crime boss Drippy Drew's established a scheme to spring cons from their prison cells, and has most of Westmoor Prison as his first customers. Dan Dyce hears about the breakout, but knows countless prisoners will be killed by guards while trying to escape. He becomes 711 and is confronted by one of the only inmates to see how futile the whole escape attempt will be, knowing he'd be hunted down again if he escaped. The conscientious crook runs to warn the warden not to leave his office, or Drew's underlings will kill him to show how serious they are, but is shot by the escaping inmates in the process. Shaking down one of the minions disguised as guards for information on where Drippy Drew is, 711 finds him not far from the prison walls to make sure everything went to plan. Unfortunately for him, this allows 711 to easily capture him and haul Drew right into the prison.

Synopsis for Plastic Man: "The United Crooks of America"
As Eel O'Brian, Plastic Man steals $10k worth of rare furs as an initiation into the notorious United Crooks of America. Its members cast a vote on letting him in, which is almost unanimous. The sole voice of dissent points out, correctly, that every gang Eel O'Brian joins gets broken up, but he's shouted down.
Eel's assigned as the driver on a robbery of a valuable gem collection. Plastic Man interrupts the robbery and pretends to throw Eel O'Brian (really a scarecrow) off a cliff to show how far he's willing to go with violent crooks. Back at the society's headquarters, the boss initially seems to have outsmarted Plas by spraying him with phosphorescent paint and turning off the lights so everyone can see him but he can't see anybody. He trips over the paint sprayer and decides to spray the walls, which will make the criminals stand out against them. He then throws them out the window, where the police are waiting to catch them with a net.
In jail, the dissenting gangster reminds the others of his warning, but they just shout him down again.

Synopsis for The Mouthpiece: "The Kiel Brothers"
In a back room of the very noisy El Bamba nightclub, the club's two gangster owners shoot a detective to death, with the wild nightclub music covering the noise. Trigger and Hymie Keel then stuff the body into a burlap sack and escape in a big black sedan, then skid past a police station, where they throw the body out and drive away. The body is Detective Riordan, and a note warns D.A. Bill Perkins, by name, to lay off. Perkins is sure, but can't prove, that it's Trigger and Hymie Keel, and that they've got possession of the secret plans for an advanced bombsight. Bill Perkins walks out of the police station and into a dark alley, dons a domino mask, and becomes The Mouthpiece. He visits the El Bamba club, breaks in, puts a wire tap onto the Kiels' private phone line, hides, and waits.
At 3:00 am, the phone rings. It's the buyer for the stolen plans and he's ready to pay. They name a meeting place ("in the harbor, by the third channel buoy"), and immediately leave, as does the eavesdropping Mouthpiece. He races to the waterfront, where he's got a private speedboat stashed. Thick fog covers the area. Mouthpiece reaches the 3rd buoy, abandons his speedboat, and hides, as two small boats approach from different directions. Quite by accident, Mouthpiece finds a watertight metal box chained to the bottom of the buoy, and deduces that it must contain the stolen plans. There's a fight, at the end of which Hymie Kiel is handcuffed to the buoy, Trigger Kiel is shot dead by the foreign agent, and the agent has gotten away. Mouthpiece commandeers Kiel's boat and drags him, and the recovered strongbox, back to the docks, and turns them both over to a patrolling cop, with instructions to take them to D.A. Bill Perkins in the morning.

Synopsis for Human Bomb: "The Phony Human Bomb"
Some terrified men run down a street, yelling that the Human Bomb's just blown his way into an FBI office. This is very surprising news to Roy Lincoln, who runs past a street urchin who says there's no way that's the real Human Bomb; the kid reads Police Comics and knows his eyes are all wrong (but quickly noticing Roy has the right eyes). Roy runs into the fake Human Bomb, who gets away, but knowing he's helping his hero now, the street urchin hotwires a car for them to pursue the crooks. After wrecking their car, Bomb and the kid find out what they were after: evidence that proves Vogelman the newspaper publisher is actually a Nazi agent.
