Publius was a secret ancient Roman city, whose whereabouts were known only to the Blackhawks.

History

Publius was an isolated Roman colony, unknown and closed to the outside world. It was hidden inside a mountain, on either an island or a coastline, in the Mediterranean region. This secrecy had served the metropolis well, especially after the fall of Rome, as Publius completely missed out on the Dark Ages. From that time forward, that city's technology has outstripped that of any regional rivals.

On only one known occasion, in 1951, Publius was reached, via an enormous automated opening in the side of a mountain, thru which multiple aircraft could fly. The famous Blackhawk Squadron are the only known visitors to this nation. Several important secrets of Publian technology were entrusted to the Blackhawks, by Emperor Tiberius, and in return they have kept secret the existence of Publius.
