The Puzzler was a Superman villain.
History
Superman showed a recording of his encounter with the Puzzler to Jimmy Olsen and his fan club. He explained how the Puzzler tried to escape across a freshly paved highway. However, the wet cement slowed him down. He tried throwing razor-edged playing cards at Superman, but they had no effect. He was captured and sentenced to time in state prison.[1]
After Superman faced off against the Master of Games, he displayed a wax figure of the Puzzler in the Fortress of Solitude next to a figure of the Toyman.[2]
