The Queen of Spades is one of the top face cards in the Royal Flush Gang. The first Queen was Queenie (the original Queen of Clubs), but several women have taken the title since. The most prominent Queen is Mona Taylor, a washed up actress with alcohol and smoking problems.
In the DC Animated Universe, the Queen of Spades is Donna Walker, a member of a futuristic family of criminals who use high-tech, playing card-themed weapons. She wields a scepter-like weapon.
Queenie was created by Gardner Fox and Mike Sekowsky, and first appeared in Justice League of America #43 (1966). She became Queen of Spades in The Joker #5. Mona Taylor was created by Gerry Conway and Don Heck for Justice League of America #203 (1982). Donna Walker was created by Stan Berkowitz, first appearing in the Batman Beyond episode "Dead Man's Hand" (1999).
