Quentin Eastly is a metahuman terrorist and a member of Altered Strain.

History

After losing his job Quentin Eastly joined Altered Strain, a group of metahuman terrorists. He attempted to kidnap the vice-president in Frisco, but was interrupted by the Flash. After Eastly grabbed a hostage the Flash ran up to him and took his gun apart. Eastly responded by using a gas grenade and throwing his hostage out of a window. After rescuing the hostage, Eastly was quickly defeated by the Flash.
