The Quorum is a corrupt, top secret government agency that was intended to create an army of superhumans.
History
The Quorum was responsible for creating the team of super heroes Blood Pack, a failed attempt to create an army from the DNA of New Blood. Among the more prominent members are Militia, Major Force and an armed force known as the Sweepers. The Quorum was also responsible of sending Major Force to retrieve Green Lantern's ring, an operation that not only failed but also resulted in the murder of Alex Dewitt, Kyle Rayner's girlfriend.[1]
