Raphael Van Zandt was the villain Silver Ghost.
History
Silver Ghost was one of the jokerized villains during the Joker's Last Laugh riots.[1] During the Infinite Crisis, he was reported at a Society meeting at a disused Stagg Industries plant[2]. He was later seen acting as an informant for Luthor-appointed Secretary of Education and superhero Jefferson Pierce.[3]

- Silver Ghost first appeared in Pre-Crisis Earth-X continuity in Freedom Fighters #1 by Gerry Conway, Martin Pasko and Ric Estrada. He was reintroduced in Post-Crisis New Earth continuity in Joker: Last Laugh #4 by Chuck Dixon, Scott Beatty and Andy Kuhn.
