The Ray was a member of the Freedom Fighters, who passed his name and powers to his Earth-1 doppelganger.
History
Raymond "Ray" Terrill was a reporter who discovered a group of government scientists working on a secret project to turn light into a weapon of mass destruction. But before he could report on his findings, the project head exposed Ray to a "genetic light bomb". The bomb failed to kill him and instead gifted Ray with light-based powers. With these abilities, Ray realized he could go beyond reporting on injustice – he could take action to help stop it. Calling himself The Ray, he was recruited by Uncle Sam and Freedom Fighters to fight violence and oppression wherever it exists.[1]

Powers
- Light Absorption: Ray has the ability to absorb light, storing it for later uses. Once his body absorbs sunlight, he can direct the energy to rearrange molecules into any form, matter or energy.
- Light Processing: He can also produce light from his own body which powers light projection and flight.[2]
- Flight: Ray has the ability to fly, without artificial means.[2]
- Light Rays: The ability to project rays, beams, and bolts of destructive light.[2]
