New-Wave was the leader of the mercenary group called the Masters of Disaster. Each member of this group controlled a natural force from nature. Their main opponents over the years have been the Outsiders.
History
They first appeared when they were hired by a Mrs. Shelton to exact revenge upon Black Lightning for the death of her daughter, Trina Shelton. The death had been an accident but Mrs. Shelton paid New Wave and her team to capture and kill Black Lightning. The Masters blackmailed the Outsiders into handing Black Lightning over whereupon they took him to a secret offshore oil rig. The Outsiders followed and succeeded in freeing Black Lightning before the sentence could be carried out.
The Outsiders fought New Wave and the Masters of Disaster on many occasions, including during an overthrow attempt in Markovia. Baron Bedlam had hired the Masters to counter any superhero intervention. In the end, the attempt failed and New Wave encountered an additional casualty when her younger sister Windfall defected to the Outsiders.
More recently, New Wave and Shakedown teamed up in a kidnapping scheme. The kidnapping attempt went awry due to the two of them misunderstanding the financial ability of the parent. New Wave drowned her partner in a rage, but enough clues were left behind that the JSA was able to track her down and capture her in a large test tube before the child could be harmed.
Powers and Abilities
Powers
- Water-Body Conversion: New Wave can transform her body or any part thereof into water, or any of the many forms water can take (i.e. steam, water vapor etc.).
- Hydrokinesis: New Wave can control the water that makes up her body in a variety of ways. She often emits high-pressure water blasts from her hands, but seems to prefer transforming into a mini-tsunami and using that form to batter and drown her opponents. When in the form of a cloud she has managed to precipitate acid onto her enemies (i.e. acid rain). She apparently does not like transforming or being transformed into ice.

- Although this character was originally introduced during DC's Earth-One era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and should be considered apocryphal.
