Quote1 Falling apart isn't good enough. The city needs to be flattened. Razed. Everything needs to start over with everything having an equal chance. Otherwise, the moneymakers will just rebuild everything so Gotham will be like it always was... rich on top with everything, poor on the bottom with no hope, no chance, nothing. Quote2

Rebel One DCAU 0002

Unmasked

"Rebel One" was a dreg, a person of the lower class. Her father died due to poor working conditions, while her mother worked three jobs until her body gave out. Despite her expertise in programming, she wasn't going to be accepted into college. Feeling that she and the other dregs were fundamentally trapped in their social status, she sought revenge against those she perceived as her oppressors, the upper class.[1]

She created Undercloud, planning to destroy Gotham City and any other city she believed to disregard its citizens.[2] Recruiting hackers, she tricked them into thinking Undercloud as a collective made up of equal partners. After Max Gibson was brought into the fold, she decided it was time to enact her grand plan. The first step was confronting Max and revealing the truth about the organization.[3] Rebel One blackmailed Max into hacking into Responsometers, devices that would allow her to control Alloy. While starting up the robot, she drew in too much power, while resulted in a minor blackout. Unfortunately, this was enough for Rebel One to decide to preemptively activate Alloy and send it out into the city.[1]

Max reworked Rebel-One's controller, allowing Batman to unleash an electric blast to separate Alloy into the Metal Men. Batman and the elements initially attempted to stabilize the damaged Reed Tower, but then decided to safely destroy the rest of the tower. Enraged, Rebel-One pushed Max out of her hovercar and aimed to drive into the tower.[4] The Metal Men split up, with some stopping Rebel One while Lead and Iron formed a cylinder around the tower. Tin ended up saving Max and knocking out Rebel One. Afterwards, Max decided to take over Undercloud and return it to its original purpose, albeit in a less villainous manner.[5]
