Synopsis for "Harmed and Dangerous; Part One"
As he travels into Gotham's flooded "Nethers" to rescue his team-mates who were captured as he helped out with the Robin War, Red Hood thinks back to 1923 when it was flooded to start over but never was.
He finds himself emerging in an expanse of dry land but surrounded by hostile homeless people. Meanwhile Arsenal is being tortured to reveal why he is teamed up with Joker's Daughter who is blamed for abandoning the undergrounds. Roy soon escapes his bondage and seeks out Duela who is being beaten up by Charon whom she had ousted from his position as leader of the underworld[1] leading him to use the Dwellers to raze Gotham.
Although Jason soon escapes the homeless he soon comes face to face with Iron Rule, a band of mercenaries.
