Rene Ramirez was the head security of Queen-Merlyn Enterprises on Earth-2 who allied himself with the Tommy Merlyn aka Dark Archer in destroying Starling City.
History
At some point in time, Rene Ramirez began working for Malcolm Merlyn as the head security of its company. He also became an associate of Merlyn's son, Tommy, a supervillain known as the Dark Archer, that planned to destroy the Glades in order to avenge his sister's death.
In 2019, Oliver Queen came to Rene's reality to get dwarf star particles from Merlyn's company. In the aftermath of Oliver's attack on Merlyn, Rene was present when SSPD officer Dinah Drake, who was secretly his associate, interrogated Merlyn. Later, he shot Oliver Queen, capturing him as his master ordered him.
Not long after that, Tommy Merlyn was taken out by Oliver Queen, he and Drake were arrested by SSPD and escorted to their headquarters. There, Rene was erased from existence as Earth-2 was annihilated after being hit by an anti-matter wave which was sent by the Anti-Monitor as a test for his anti-matter cannon.[1]
