History

Rhapastan is a small Middle Eastern nation known chiefly for its opium trade. Despite having a government in place, the country has truly been ruled for centuries from Vahkar by the Rhaqqani and Wudesh clans, two families running the region's drug operations. Despite living with the competition, the two families managed to maintain peace. However, when the War on Terror hit Rhapastan, the two clans spread themselves thin trying to protect their land and businesses.

The tenuous peace between the families came to a halt when The Balkan is hired by the Wudesh to kill the Rhaqqani leader's oldest son. In retaliation, the Rhaqqani hire Deathstroke to kill the Wudesh's heir. After killing the Wudesh leader's son, his family responds by paying the Balkan to eliminate the entire Rhaqqani bloodline. Escalating the situation further, Slade is paid to retaliate in kind. The conflict eventually starts a full on war that bleeds both sides dry of money and manpower.

After roughly a month of conflict, things reach a climax around the same time a young boy discovers that Slade is The Balkan, and has been playing both families against each other. During a time he was injured, the disappearance of both his alter-egos caused the armies of both families to collapse. In the wake of that, gangs formed from the deserters took over fragments of Vahkar, and the breakdown attracted terrorists as well. In one week, the city and the surrounding area imploded, leaving nothing but death behind.

When Slade went to finish off the Wudesh's leader, he explains the point of his actions. When the Wudesh murdered a woman who started a school in Rhapastan, her rich father hired Slade to destroy the entire country. He then gives her the a detonator set to blow up both the Rhaqqani and Wudesh bases, killing herself and her hated enemy. However, it turns out she team up with Rhaqqani leader to kill Slade after catching onto his ruse. Befor ethey can finish him, he uses his spare detonator to blow the compound killing both the leaders and ending his contract. With the last people capable of reestablishing order in Shapastan dead, Slade then leaves the ashes of the country he singlehandedly leveled.

Six months after the collapse, 90 percent of Rhapastan's people had evacuated the wasteland, while those ho stayed behind holed up in what was left of Vahkar. To help the remaining 10 percent, Oliver Queen used his resource to send relief supplies to the people. When he learned that his shipments were being stolen en route, he traveled to Rhapastan to personally deliver a shipment. On the ground, he learns that Nothing, a new warlord inspired by Deathstroke, took over the city. To make matters worse, Nothing has militarized all of the city's children, leaving no one with a way to retaliate without fighting kids. Deciding to try defeating Nothing, Oliver moves against him as Green Arrow...until he sees that Nothing is a child too. When he fails to take his chance to fell Nothing, he is gunned down and left to die.

Oliver is rescued by a small band of children that oppose Nothing, who use trace amounts of Lazarus Pit chemicals to heal him in the hopes that he would help them get rid of their common enemy. Though reluctant to let children fight, he agrees. With their help, Arrow manages to defeat Nothing, but before the rebel children can execute him, the adults(whom Oliver secretly contacted) convince the kids to let Nothing live. With peace established and the families reunited, Oliver leaves the Rhapastani people to begin rebuilding.
