General Rick Flag Sr. is an American government operative and military veteran. Possessing a gruff leadership style and extensive skills in tactical analysis and combat, he is the incumbent director of A.R.G.U.S. and the founder of the metahuman prison Salvation.
History
Early life and career
Growing up in the United States, Rick Flag fell in love with a woman at age 18 and had a son with her, to whom he passed on his name. To support his family, Flag Sr. enlisted in the U.S. Armed Forces and performed numerous missions, eventually rising to the rank of General. He also became involved with A.R.G.U.S., the U.S. government's research and control organization for metahumans and other supernormal threats, and began working closely with its director, Amanda Waller.[1][2]
Years later, when Flag Jr. turned 18, he joined the Army to follow in his father's footsteps, and also began working with A.R.G.U.S. and Waller. He became the commanding officer of the Suicide Squad, a group of incarcerated supervillains forced to perform black ops missions for Waller. In 2022,[note 1] Flag Jr. was killed on a mission in Corto Maltese, which devastated his parents.[1] Immediately after the news, Flag Sr. attempted to uncover the killer, but Waller prevented him from doing so because the files were classified.[8] During the funeral, he befriended agent Emilia Harcourt, Flag Jr.'s best friend and occasional lover, with whom he set out to exact revenge on his killer.[6] Some time after this, Flag Sr's wife divorced him.[1]
Protecting Ilana Rostovic
Leading the Creature Commandos to Pokolistan
In 2024, some time after Waller's daughter managed to get the Suicide Squad shut down by Congress, Waller brought on Flag Sr. to serve as field leader of her new covert ops team, the Creature Commandos, comprised entirely of non-human operatives so as to work around Congress' restrictions. The team was sent to the nation of Pokolistan to protect their princess, Ilana Rostovic, from the Amazon witch Circe and her army of incel terrorists.[1]
Upon arriving at Poko Castle and introducing themselves, a budding attraction formed between Flag and Ilana, which led to the pair having sex in a bathroom. While Flag was distracted, two of his operatives, the Bride and Nina Mazursky, sneaked out of the castle and headed for the Bride's place of creation, Frankenstein Manor. There, they were attacked by Circe and her forces, and Flag led the charge to rescue them.[1][2]
Unfortunately, while the Commandos rescued Nina and the Bride, Poko Castle was stormed by Circe, and Ilana was taken captive. The team managed to take Circe down at the cost of one of their own,[9] and returned to their base in America with Circe in tow. When Waller interrogated her, Circe showed her a vision of a horrific future in which Princess Ilana would raze the world, and that she was trying to kill the princess to prevent this. Terrified, Waller contacted Dr. Aisla MacPherson, an expert on Circe's home of Themyscira, who told her that the vision was likely legitimate.[7]
Frankenstein joins Flag Sr.
Waller ordered the Commandos return to Pokolistan and kill Ilana, which Flag harshly objected to. He ultimately quit the team and returned to his home, where he was ambushed by Eric Frankenstein, a powerful zombie obsessively pursuing the Bride. After Flag explained he had no romantic relationship with the Bride, he and Frankenstein reached an agreement, in which Frankenstein would help Flag protect Ilana from his former teammates, and he would appear as a hero to the Bride.[7]
Flag battles Clayface
Frankenstein and Flag later investigated Dr. MacPherson's house, and found her dead at the hands of the shapeshifter Clayface. When Clayface returned to the house, he engaged in a brutal fight with the pair, breaking Flag's back and leaving him barely alive before Frankenstein could incapacitate him.[10] Flag fell into a coma as Frankenstein took him to the nearest hospital before hijacking a plane to Pokolistan to try and win over the Bride.[11]
Flag awoke to tell Waller that MacPherson had been replaced by Clayface and that they'd be killing the princess and potentially starting a war for no reason. Waller promptly radioed the Creature Commandos to cancel their mission, though they had already lost Nina. However, the Bride discovered that Clayface had been working for Ilana and only replaced MacPherson after she had spoken to Waller, and so she killed her, preventing the future Circe had foreseen.[12]
By the time he recovered from his injuries[13], Rick Flag had been promoted to director of A.R.G.U.S. after Waller was forced out by Congress,[8] and began working with the U.S. Department of Defense, directly answering to Secretary General Mori.[3]
Boravian-Jarhanpurian War
Arresting Superman
In 2025, after the Kryptonian hero Superman prevented America's allies in Boravia from invading the bordering nation of Jarhanpur, the Department was approached by genius billionaire Lex Luthor, who proposed they employ his metahuman military squad, PlanetWatch, to keep Superman and other superheroes in check. After Luthor uncovered evidence that Superman had been sent to Earth as an infant to conquer it, the Department gave in and contracted PlanetWatch, and Flag himself escorted Superman into Luthor's custody.
After Superman broke free of imprisonment, Luthor allowed a dangerous dimensional rift that he had inadvertently created to tear apart several miles of the surface of Earth's surface across Delaware. As Superman worked to stop the rift, his superhero allies interfered once again in the Boravian-Jarhanpurian War, this time putting a stop to it for good. Even after Luthor was publicly exposed as the orchestrator of the conflict and placed under arrest, Flag and Mori were unnerved by the superheroes' willingness to act against American interests, and began considering their own safeguards to prevent them from doing so in the future.[3]
Hunting Peacemaker
Flag Sr. came to learn that the violent vigilante Peacemaker had been the one to kill his son in Corto Maltese after gaining full access to the A.R.G.U.S. mission files, and had been closely monitoring him since he became A.R.G.U.S.' director.[8] Once it was discovered that the Peacemaker had access to a dimensional portal similar to Lex Luthor's, Flag seized the opportunity to go after him, and placed his monitoring at A.R.G.U.S. Priority One status.[5] Under the directive of Flag Sr., the agents of A.R.G.U.S., led by the tough and sharp cyborg agent Sasha Bordeaux, began an arduous hunt to capture Peacemaker after confirming the existence of his dimensional portal[8], recruiting new allies with special abilities to capture him and access his pocket dimension without success.[13]
Brutalizing Peacemaker
Due to the failure of his subordinates, Flag Sr. met with Harcourt, who was fired by Waller following her daughter's rebellion, but using her closeness to Peacemaker against her, he convinced her to help him capture his target in exchange for helping her get her job back.[13] During Peacemaker and Harcourt's meeting at a local park in Evergreen, the agents raided him, with Bordeaux being tasked by Flag Sr. to shoot him, but Harcourt interfered with their attack and knocked Peacemaker out to take him to A.R.G.U.S. headquarters. With Peacemaker as his prisoner, Flag Sr., ignoring his apologies for his son's death, launched a brutal attack on him, going so far as to attempt to kill him, however, he was unable to do so when technician and Peacemaker's friend, John Economos, registered him in the government system.[6]
Visiting Lex Luthor
Powerless to free Peacemaker, he ordered martial artist Judomaster to keep an eye on him before being informed of his whereabouts at a cabin in Settlers' Hills, where Flag Sr. and the agents were unable to find him.[6] Following the disappearance of Peacemaker and his allies, Flag Sr. was forced to travel to Belle Reve to seek Lex Luthor's help in locating the pocket dimension and preventing the opening of another dimensional rift, in exchange for transporting him to Van Kull Maximum Security Prison.[14] Following Luthor's instructions, Flag Sr. forcibly recruited one of his technicians to use his abilities to locate the dimensional portal, leading them to raid a house in Evergreen, where Peacemaker, accompanied by his friends and Judomaster, voluntarily allowed himself to be arrested upon surrendering his portal.[15]
