History
Justice League
Black Condor was a member of the Justice League after the Thanagarian invasion. When Batman called Justice League Watchtower looking for backup, Booster Gold suggested sending Black Condor, only for Nightwing to reject a team-up, calling him "meh."[3]
Freedom Fighters
Richard and the rest of the Freedom Fighters were ordered by the United States Army to steal the Justice League's computer logs. They went to the Watchtower under the guise that they wanted to review their supervillain files, but Doll Man was caught stooping around their mainframe. After a brief scuffle, the Freedom Fighters were forced to explain why they were stealing one of their computer chips. After learning that their whole operation was under false pretenses, the two teams teamed-up to confront the faux captain and general.[1]
