Rick DeGroot was a pimp in Metropolis, whom Mia Dearden owed money.

History

Using this as leverage, Rick forced the young girl into prostitution. When Oliver Queen tried to help Mia off the streets, Rick attempted to kidnap him. However, this attempt failed, resulting in Rick trying to kill Oliver Queen and Lois Lane, only to be foiled by the Blur and arrested.

Rick's stay in prison was short-lived, as he was taken by Maxwell Lord, who hoped to use Rick and others to figure out what the Blur looked like.
