Officer Rickett was a corrupt member of the Gotham City Police Department who was responsible for illegal drug cartel trades upon behalf of the Black Mask.
History
Rickett was holding the $28 million in diamonds that Catwoman stole to finance her East End improvement projects.[1]
He was captured by Sam Bradley in the MacNaulty sting.[2]
