Ro-Bear is a cyborg bear working for Doctor Elemental.

History

The JSA first encountered Ro-Bear in 1941 when they attacked Doctor Elemental's lab in Germany. Ro-Bear and a squad of Zombies were guarding the main entrance, but the Flash easily overpowered them. The JSA saw the unfamiliar ISA emblem and realised the lab was not a Nazi facility. Ro-Bear told them that the ISA would be the death of them all and teleported away.

In 2023, Ro-Bear returned and attacked The Boom and Stargirl at the mall. They and the now elderly Flash managed to fend him off and he teleported away again, telling them that Doctor Elemental was coming for them.
