Robin (Volume 2) #70 is an issue of the series Robin (Volume 4) with a cover date of November, 1999. It was published on September 22, 1999.

Synopsis for "War Beneath the Streets!, Part Three: The Survivors"

Mister Freeze captured Tommy Mangles and Gearhead when they were wandering lost in Gotham sewers. Freeze asked Gearhead to tell him anything useful and Gearhead told him about the storage room with canned food and other products. Freeze iced Gearhead with his gun and then he went looking for the storage room.

Robin was under The Wolflings' care in the subway station near the sewers and he was still feeling sick. The group's leader told Robin to stay put while they went seeking for the storage room Robin talked to them about. Robin tried to stop them from going but he was really sick and he leaned back to the bed and fell asleep almost immediately, but before falling asleep, he wondered where did the kids got the ice from.

The Ratcatcher was looking for Robin when he came across Mr. Freeze. The two villains greeted each other and Freeze asked him about the storage room but Flannegan denied the existence of it. Freeze knew Ratcatcher was lying and he killed one of the rats around their master to force Ratcatcher to speak the truth. Ratcatcher told him about the storage room and he guided Freeze to the place.

Robin woke up from a nightmare in which Batman was dissapointed at Robin's performance and he was forced out of the Bat-Family. He was feeling a little better and he decided to go and prevent the wolflings from facing Ratcatcher.

The wolflings found the storage room and all the food inside. A few moments later, Mr. Freeze and Ratcatcher arrived and scared all of the kids except for the group's leader who stayed and faced the two villains. Robin was almost at the storage room when he found the group of scared teens running away in fear from the two villains. One of them dropped a bow and arrows made by them. Robin took it and went to the storage room, where Freeze was about to attack the leader of the wolflings. Robin used the bow and struck Mr. Freeze in the power source that kept his Cryo-Suit working. Robin tried to repeat the feat but the cryo-suit was much more hard to crack than the power source and the arrows didn't worked at all. The leader of the wolflings took the opportunity to attack Ratcatcher and buried him under a pile of canned food and boxes containing other supplies. Robin dodged Mr. Freeze's attacks then he opened some pipelines to drop water on top of Freeze. Freeze fell to the ground and the water froze on his back and attached to the ground. Robin warned Freeze not to move because the effort would break the suit. Ratcatcher and Freeze were incapacitated and Robin used a radio to tip the Gotham City Police Department about the criminals as well as Batman about the food source.

Mackenzie Bock arrived at the scene and placed the two criminals under police custody. The GCPD also found Tommy Mangles and Gearhead frozen inside blocks of ice in a different tunnel and they took them as well.

Batman and Batgirl looked how the criminals were being taken away and Batman was surprised that Robin managed to take all those villains by himself. Batman told Robin to head home and have some rest, but the boy wonder was already sleeping nearby his mentor. Robin was exhausted and Batman told Batgirl to stay and make sure that the criminals were placed in jail while he took Robin and carried him away from the scene to tend his wounds and give him some deserved rest.
