Roland Norcutt was an anarchist and the leader of the Burners.
History
They targeted the Justice League International for being a collaboration of numerous contries in an effort to weaken ties between those countries. His second in command, Lightweaver bombed their conference and even killed Rocket Red. After this, they publicly declared war on the JLI and attempted to kill them and take the U.S capitol, Washington, D.C.. However, August General in Iron was able to overcome Breakdown's decaying powers and brutally ripped him apart.[1]
