A notorious gangster in Gotham City, Romeo "High-Rise" Romero was one of the associates of the Penitente Drug Cartel.
History
During a meeting with various other allies of the cartel, Romero and the rest of the mob bosses were attacked by Red Hood. Red Hood quickly dispatched of Romero by slamming his head against a table, killing him instantly.
