Roo was a member of Metropolis Police Department's Metahuman S.C.U.
History
Roo was recruited to the Special Crimes Unit under the orders of Mayor Sackett. The first assignment of the so-called Metahuman S.C.U. was to take down an escaped S.T.A.R. Labs monster. Roo was the most successful of the group, working with the non-powered officers to take down the monster.[1] Later, Roo and his group took on Superman when the Man of Steel was attempting to stop their capture of Riot. They were unsuccessful.[2]
