The Top (real name Rosalind "Rosa" Dillon) was the long time lover and partner in crime of Sam Scudder, until she betrayed him to join the Black Hole.
History
Together, Rosa and Scudder worked with Leonard Snart until the night of the particle accelerator explosion; from which Rosa gained the ability to give anyone she made eye-contact with vertigo.

Powers
- Metahuman Physiology: After Rosa was struck by the dark matter energy from the particle accelerator explosion, her DNA was altered. This supercharged her cells, augmenting her physiology to access her new abilities.
- Vertigo Effect: Rosa has the power to disrupt her enemies' balance. She is able to use her powers to disorient her opponents.
- Empathy: Rosa has the ability of empathy, the power to read and absorb emotions, enabling her to feel the feelings of others, as well as sense people and their emotions.[1]
- Mental Detection: Rosa can use the mental signature of a being to track it, and can detect life forms by their empathic as well as telepathic signatures.[2]
