Roxanne Roller was a criminal who used roller-skates to quickly skate across California. Her attempt to kill her ex-boyfriends as revenge brought her into conflict with Plastic Man.

Roxanne Roller was a punk singer who called herself Harriet Hobnail. After her singing career abruptly ended, she dated Morrie Banalo, Rod Sewage and Rupert Hoax, but they denied to help her get a recording contract.

Roxanne Roller disguised as a cleaner to get into Cash Kwickly's condo and stole Surefoot, his trained skateboarding chimpanzee. She was pursued by Plastic Man. She used the spikes on the bottom of her roller-skates to attack Plastic Man, and when he attempted to subdue her by turning into carpet and tripping her up, she used springs concealed in her protective gear and her quick-drying liquid plastic to escape him. Plastic Man went to a records shop and recognised her as "Harriet Hobnail", the alias she gave herself as a punk singer.

While at the Studio 86 Roller-Disco she used Surefoot to plant a timed bomb into the disco ball hanging over the dance floor in an attempt to kill Morrie, Rod and Rupert as revenge. Plastic Man heard ticking from the disco ball and threw it out of a window, knocking Roxanne Roller off her feet and allowing him to chase after her. After removing her utility belt Plastic Man stopped Roxanne Roller from falling off a building and handed her to police.
