Roy Bivolo was a metahuman thief with the power control emotions by bringing out fierce anger in people via eye contact.
History
Pre-Crisis
Roy first made his first appearance as one of the first metahuman criminals Barry had to find and apprehend. At the Central City Bank, he demonstrated his powers of dangerously altering a person's emotional state through eye contact. He uses this ability to inciting uncontrollable anger into everyone in the bank to create a fierce riot that he could use as a distraction to keep security at bay while he burrowed into the Bank's vault and robbed it. Roy was tracked down to a storage facility by the Central City Police Department, but he used his power to turn a SWAT officer against Detective Joe West and two other officers. The timely intervention of the Flash and the Arrow saved their lives.
The Flash eventually tracked Roy to a safehouse, but Roy was able to use his powers on Flash, causing him to become fiercely angry at everybody he knows. The worst part was the effects of Roy's powers are effectively permanent on Barry because of his own powers while they only last mere minutes on normal people. Roy was later captured by the combined forces of the Flash and the Arrow.
Post-Crisis
Years later, Bivolo joined Red Death's Rogues, until he was defeated by Team Flash again.

- Roy Bivolo was given the name Prism by Cisco Ramon. However, Caitlin Snow preferred the name Rainbow Raider,[2] a name that Bivolo himself liked better Prism.[3]
- Roy Bivolo was played by Paul Anthony.
- It is unknown if he can evoke other emotions out of people.
