Rufus Caesar was a super-genius scientist who attempted and failed to siphon Superman's powers into his body.
History
Caesar was employed at the Coast Institute, where his incredible computational abilities were of immense utility to government, military, and business alike. His services drew a considerable fortune, evidenced by his ownership of a manor estate and employment of a professional butler. However, Caesar admired Superman above all, mostly for his powers, and built a power-siphon called the Transvector to drain Superman's powers into his body. Caesar found the opportunity to use his machine when a seismic tremor hit the cliff nestling the main facility of the Coast Institute and drew Superman's attention. Caesar convinced Superman to come with him to his mansion and tricked him into putting on a visor that would use the energy of his own X-ray vision to mesmerize him into a still position. Then, Caesar had Superman placed into his Transvector and began to siphon his powers one by one, even while a cable car in an Alpine region teetered on the brink of collapse. Caesar's butler was ultimately the hero of the story, flipping the reversal-switch on the Transvector to restore Superman's full powers to him and allowing the Man of Steel to save the cable car. However, as a side-effect, Caesar was reduced to a vegetative state. Ironically, his greatest asset, his genius mind, had been destroyed by his own deranged ambition.

- Caesar bears a slight similarity to a later enemy of Superman known as the Planeteer, although the Planeteer took his aesthetic inspiration from Alexander the Great instead of Julius Caesar.
