In the Quality Universe, as elsewhere, the post-World War II "Cold War" kept Europe divided for decades, between the (mostly) democracies in the west and the (mostly) communist dictatorships in the east. During those years, the Communist Bloc included: Albania, Bulgaria, China, Czechoslovakia, East Germany, Hungary, North Korea, North Vietnam, Poland, Romania, Rugaria, Transvania, Union of Soviet Socialist Republics, and others.
In 1952, the capital of Rugaria was called "the Paris of the eastern world," but behind the facade of civilization was an iron-fisted Soviet satellite regime. At the Voda Armaments Plant, the government had built a "Horror Bomb" and intended to use it on Yugovia, a neighboring nation. This was the most powerful bomb of its day, and was about the size of a blimp. One dissident engineer, Klev, alerted the legendary Blackhawk Squadron to this situation. While most of the team contended with the Rugarian Air Force, Blackhawk captured the flying Horror Bomb, and used it to destroy the Voda Works.
