Rupert Thorne was a criminal and corrupt politician from Gotham City.
History
Rupert Thorne was a corrupt politician from Gotham City, being part of the city council. When the nuclear power plant Alexander Sartorius was working on was destroyed, he and the other councilors under his pay voted to establish the shady Oceangate nuclear power plant on the outskirts, which he used to make himself more rich. Councilwoman Ann Vinton however proposed to dismantle it and her proposal was nearly approved before she was assassinated by Thorne, using the radioactive material he extracted from the transformed Sartorius' body. Batman and Batwoman found out about this, resulting in a police investigation.[1]
He came to eventually fear Batman and was later imprisoned at the Blackgate Penitentiary along with other criminals.[2]

- Rupert Thorne was created by Steve Englehart and Walt Simonson, first appearing in Detective Comics #469. However, in the Prime Earth continuity, Rupert Thorne first appeared as part of the New 52 DC Universe in Batman: Three Jokers #2 by Geoff Johns and Jason Fabok.
- Though Thorne didn't appear until Batman: Three Jokers #2 in the post-Flashpoint era, he was mentioned as early as Catwoman (Volume 4) #49.
