Rupert Thorne was one of Gotham's most dangerous gangsters, before Bruce Wayne became Batman.
History
Thorne, alongside other bosses of Gotham's organized crime, was part of Hugo Strange's auction for his Monster Men formula. The formula itself didn't work, but Strange planned to sell it for the highest bidder and use the acquired money to fund his research, to one day create real monsters. In order to fool them into buying the formula, Strange dressed up an already bulky henchman as the Monster Man and had him steal a painting at Wylie Art Museum. The auction was cut short however, as the place was raided by Harvey Harris, Robin, the GCPD and a group of meddling kids. Thorne was the first to try to escape, but was captured nonetheless.[1]
