S.H.A.D.E. is the leading faction in charge of the Creature Commandos, noted by Bride as "black ops super-agents so secret not even the CIA knows [they] exist."

History

With the escalating war between Emperor Aquaman and Queen Diana becoming too volatile in Europe, S.H.A.D.E. decided it was best to finally step out of the shadows and send their agents out to help the Resistance.
