During the Cold War, the famine-stricken Mediterranean democracy of Samanthia was blockaded by unidentified submarines.
History
Samanthia has a President and a Legislature, with a Minority Bloc that's aligned with the Reds. In post-World War II Europe, the small, Mediterranean seacoast democracy of Samanthia endured a prolonged famine. The US government sent a series of ships with cargoes of food, but these were intercepted, fifty miles off the Samanthian coast, and sunk by submarines. A third ship got through, due to an intervention by the famous Blackhawk Squadron, and all four of the submarines were caught on the surface, and hit with bombs. The ownership of those submarines has never been proven, but they are widely believed to be of Soviet origin.
Immediately after this incident, Mr. Febre, leader of the Minority Bloc in the Samanthian Legislature, was arrested, along with Mrs. Malene Febre, and several of their bodyguards.

Notes
- Mr. & Mrs. Febre are not explicitly identified as Communists, Reds, or Soviet agents, but they do address their underlings as "comrades".
