Sam Wilson, code name Uncle Sam, is the leader of the covert government organization S.H.A.D.E.. He assembled a group of Freedom Figthers consisting of Ray (Lucien Gates), Human Bomb (Michael Taylor), Phantom Lady (Jennifer Knight), and Doll Man (Dane Maxwell).

- He is named after the historical Samuel Wilson, the man sometimes believed to have been the inspiration of Uncle Sam. Unlike the previous user of the name, he is not a National Avatar, but a human with no apparent metahuman powers.[2]
- Despite his DC Comics Encyclopedia entry saying that he has no apparent metahuman powers, he exhibits telepathy in Human Bomb #4.
