The Pale People reside in the undersea city of Sareme, and worship the "Proof Rock", exposure to which exposes a person's guilt.
History
When the Proof Rock was damaged by undersea dumping of gas canisters by the US Navy, Sareme fell under the sway of the despot Nebeur, who declared war on Atlantis. The Justice League defeated them and restored the Proof Rock.
