The Scale Skin Man was an experiment of Hugo Strange.
History
He was turned into a crocodile-like creature as a result of Professor Strange's experiments at the Indian Hill research facility.[1]

- The design and makeup for the Scale Skin Man was created by artist Michael Maddi, who has used the hashtag #killercroc to refer to the character on his Instagram account.[2]
- The producers of Gotham originally planned to introduce Killer Croc or a prototype version of the character.[3] In August 2016, shortly before the premiere of the third season, co-executive producer and writer Ken Woodruff confirmed, "The Indian Hill that exists in Gotham, that's the bridge to these villains like Killer Croc and Solomon Grundy."[4] Since the showrunners' plans for Killer Croc were ultimately never realised, it remains unclear wether Woodruff was referring to the Indian Hill inmate known as the Scale Skin Man or if the show would have introduced a different character later on.
