Scarface is a wooden puppet created by Arnold Wesker, which was turned into the leader of a criminal gang, thanks to Wesker's own mental issues.
History
In the confrontation of with Batman, Scarface was destroyed as it was riddled by bullets. However, during Wesker's reformation at Arkham Asylum, he crafted another Scarface puppet. With Batman's encouragement, Wesker eventually turned against and shot down the puppet, ending the Scarface persona permanently.
By the time of the Thanagarian invasion, Batman had taken possession of the puppet and kept it in a case in the Batcave.[1]

- This version of the character is exclusive to the continuity of the DC Animated Universe and is an adaptation of Scarface. The original character was created by Alan Grant, John Wagner, and Norm Breyfogle and first appeared in Detective Comics #583.
- Scarface was voiced by George Dzundza.
Trivia
Unlike most criminals Batman has fought, Scarface's Tommy gun was used as more of a threatening tool rather than a weapon, though it was occasionally fired.
