 The Sea Devils are a society of mer-people mutated from marine lifeforms.

History

The Sea Devils were created from the nuclear exchange that destroyed Cuba and Florida in 1962. The Sea Devils' city of Shaligo is built on the remains of Macon, Georgia, and is ruled by a charismatic red-skinned Sea Devil known as the Ocean Master. The Sea Devils were widely scorned by the human public, especially in New Atlantis, as freaks of nature. The Sea Devils, in turn, considered humans to be disgusting and barbaric. Despite the inter-species racism, some Sea Devils and humans tried to appeal for coexistence.

  • The Sea Devils were created by Kurt Busiek with ideas conceived by Dan Jurgens. Jurgens originally intended for the Sea Devils to be formerly mutated humans who metamorphosed into fish, but Busiek ultimately portrayed them as fish people as he considered it more fascinating, stating: "People who can breathe underwater are people with superpowers - but a fish becoming human, that's an alien creature. It gave me a whole new world to work with."[1] Busiek also see the timing of the current setting of the Tangent Universe fits in the development of the Sea Devils' civilization, as 34 years after the Cuban Missile Crisis is at least three times that in fish years, allowing the Sea Devils to develop at a much faster rate.[1]
