Sean Mahoney is Peacekeeper-01, a cybernetically enhanced warrior created by Simon Saint to replace Batman. He was later driven insane and used as a puppet by the Scarecrow.
History
Origin
Sean Mahoney hails from a long line of Irish workers turned officers. As a child he was raised to respect his family's history and what they do to maintain order within Gotham City, his father seeing the Mahoneys and officers like them to be the real backbone of the city. During Loeb's tenure as Commissioner, Sean witnessed his father and another cop beat another cop to death for telling the truth. In his youth, Sean was abducted and mind-controlled by the Mad Hatter, becoming forced to commit crimes. His father blamed this on him rather than the villain and beat him. When Gordon was made commissioner his father lost his job, bringing his family into financial trouble.
As a young adult, Sean was rejected from working with the GCPD, forcing him to work within Arkham where he would gain a reputation for beating inmates. During A-Day Sean would attempt to destroy the records in the chaos, but seeing nurses in the record room went back to save them, losing his arm and leg in the attempt. [1]
Fear State
Seeing him as the ideal candidate, Simon Saint made him into the first Magistrate soldier as Peacekeeper-01, outfitting him with prosthetics and authority to bring order back to the city. His first demonstration was in forcing Batman to flee, and later rounding up the majority of the Unsanity Collective gaining control of the city with a successful launch of the Magistrate Program. [2] Later that night he and Saint were betrayed by Scarecrow, whom the latter was planning with. Meaning to drive the city further into fear, Scarecrow injected Saint with his greatest dose of toxin yet.[3] This lead Sean to go on a spree within Gotham City under the influence of Scarecrow, battling the rest of the Magistrate and later Peacekeeper X. In this, Simon destructed X's armor trying to take out Sean.[4]

- Cybernetic Enhancement: Sean's armor compensates for every hit. It gets smarter, by learning and adapting to the wearer's current opponent.[2] He also has nanometals in his skeleton that Simon Saint implanted in Sean, allowing him to get stronger the more he fights.[5]

- Sean Mahoney was created by Paul Jenkins and Jack Herbert, first appearing in Future State: The Next Batman #1. However, in the Prime Earth continuity, Sean Mahoney first appeared as part of the New 52 DC Universe in Infinite Frontier #0 by James Tynion IV and Jorge Jiménez.
