Tommy Rogers is kidnapped by a Pinball Racket gang as a way to force his father the District Attorney to lay off their operations. But Tommy is too much for the gang and escapes. A while later he returns as Little Boy Blue and along with his Blue Boys clean up the racketeer gang.
