In Big City, racketeers are forcing grocers to sell old, thinned milk. Little Boy Blue and the Blue Boys investigate. They find that the racket boss is Food Commissioner Calcum. They set a trap for the corrupt administrator, and prove that he is the boss of the racket.
Shortly later the milk business in Big City gets back to normal.
